Track of Typhoon Ruby 

(Update No. 3—11 a.m., Friday, December 5) Typhoon Ruby gains strength as it moves closer to Eastern Visayas.

It now has very strong winds of up to 215 kilometers per hour and gustiness of up to 250 kph.
  
As of 10 a.m. it was spotted around 435 kilometers East of Borongan, Eastern Samar, moving 13 kph West to Northwest.

Weather bureau PAGASA warns of up to 4 to 5-meter high storm surges in Quezon Province, Leyte, Samar and parts of the Bicol region.

Ruby is expected to make landfall Saturday night.

Public storm warning signals have been raised over 34 areas.

Public storm warning signal number 2 (winds of 61-100 kph expected in at least 24 hrs) has been raised over the following areas, which PAGASA said will experience occasional rains and gusty winds:

MILITARY, DOH ON HIGH ALERT
The military and various government agencies have raised their alert status as Typhoon Ruby nears the country. The Armed Forces of the Philippines is now on red alert, the highest in a 3-level alert system.

The AFP says soldiers have been deployed in areas that may be hit by Ruby and they are ready for to respond to any emergencies, as well as provide humanitarian assistance.

The Health Department, meanwhile, is on blue alert in Visayas, as well as the Bicol and MIMAROPA regions.

Blue is the second highest alert in the DOH.

All DOH hospitals are on alert and more medicines and medical equipment have been sent to these hospitals.
